Saylor strategy for individuals

Can anyone please elaborate/explain the difference between DO: utilize subsidized credit to invest in bitcoin & DONT: use margin loans to trade with leverage… (I understand the DONT part) but are most please able to get those “subsidized credits”? Thank you?
